몽골 복속기 ‘權署征東行省事’ 人選의 양상

This study analyses the personnel selection patterns of the Temporary Supervisor on the affairs of Jeongdong Haengseong(權署征東行省事), or “kwonseongsa(權省事)”, which was in place in the King’s blank situation in Goryeo from the late reign of King Chungryeol to the reign of King Gongmin, and divides them into three stages: the reign of King Chungryeol to King Chungseon, the reign of King Chungsuk, and the reign of King Chunghye to the reign of King Gongmin. In the reign of King Chungryeol to King Chungseon, the position of “kwonseongsa” was a nominal position with a strong external purpose. Representativity became an important criterion for the appointment of “kwonseongsa”, and although the representativity included recognition in the Mongol Empire, it was basically representativity within the internal order of Goryeo. However, King Chungsuk's selection of “kwonseongsa” strongly suggests that the purpose of it was to respond to the political conflict surrounding the king. In this context, political usefulness based on one's relationship with the king and one's experience as an official in the Mongol court became the most important criteria for the appointment of “kwonseongsa”. Especially after the reign of King Chunghye, the appointment of “kwonseongsa” was increasingly made by the Yuan, and with the rise of Empress Qi, the relationship with the Yuan imperial family and their influence in Goryeo politics became the main criteria for the appointment of “kwonseongsa”. This pattern changes when King Gongmin ascended the throne, but in that the selection of “kwonseongsa” reveals the political orientation of the king, it is consistent with the previous cases. The above pattern of appointing “kwonseongsa” in King’s blank situation in Goryeo shows that Goryeo politics was actively based on relations with the Mongol Empire. It also shows how the impact of relations with the Mongol Empire on Goryeo politics had changed over time.
