D도시 생존수영 교육의 교육 행정적 문제점과 정책적 개선방안에 대한 사례 연구

초록

PURPOSE This study explores the institutional and administrative problems of survival swimming education from the perspective of the administrative agency of D city, and based on this, analyzes how the current educational administrative policies are reflected in actual school sites, and aims to derive improvement measures to increase the effectiveness of the system. METHOD This study was conducted from October 12, 2024 to November 30, 2024, using Merriam's qualitative research method of case study to collect data through in-depth interviews. RESULT Two main themes (operational improvement challenges in survival swimming education and administrative collaboration challenges in survival swimming education) were inductively derived as a result of this study. First, operational challenges to improving survival swimming education included policy gaps due to insufficient classroom time and weak skills, administrative confusion due to lack of interagency cooperation, and implementation constraints due to lack of training infrastructure, Second, the subthemes of administrative collaboration challenges in survival swimming education included low participation and lack of collaboration, administrative limitations in survival swimming education safety management, lack of coordination, and the need for collaborative governance. CONCLUSION The findings of the study provide a perspective on survival swimming as a national safety policy and identify administrative limitations, which can be used as a basis for future policy formulation and educational program development.
