This study aims to identify outcomes and suggest improvement measures forthe local talent recruitment system through expert Focus Group Interviews(FGIs). To this end, an FGI was conducted in March 2024 with 11 experts from publicinstitutions. The process included stages of preparation, recruitment, interviewing,and analysis. The collected data were analyzed using qualitative thematic analysis. The analysis of FGIs with HR personnel identified 6 main themes and 12sub-themes. Perceptions of the local talent recruitment system included ‘practicallimitations of the Local University Promotion Act’ and ‘concerns about reversediscrimination.’ Themes related to the system’s effectiveness included ‘support fororganizational and human resource management’ and ‘contributions to theemployment of local university graduates.’ Suggested improvements to the systemincluded ‘redefining the concept and scope of local talent" and "broadening therecruitment scope for local talent.’. The analysis of FGIs with employees hiredthrough the local talent system identified 6 main themes and 12 sub-themes. Experiences after recruitment included ‘negative perceptions toward local talent’and ‘operation of a non-discriminatory system.’ Perceived contributions of thesystem included ‘expanded employment opportunities for local universitygraduates’ and ‘economic and practical benefits to local communities.’ Suggestionsfor improvement included ‘addressing concerns about reverse discrimination’ and‘revitalizing the local talent selection process.’. Based on these findings, this studyoffers detailed discussions on the outcomes and potential improvements of thelocal talent recruitment system.
