지방정부의 지속가능발전 실천을 위한 정책집행 요인: 공무원 인식조사를 통한 IPA 분석

초록

This study explores and prioritizes key policy implementation factors essential for the successful execution of sustainable development policies at the local government level. Using a perception survey of local government officials, the traditional Importance-Performance Analysis (IPA) model and the Locus for Focus model were applied to identify areas requiring targeted improvement. The findings emphasize the need for improved access to information, personnel, and budgetary resources, along with the establishment of institutional frameworks and organizational structures. Additionally, local council support and regional socioeconomic acceptance are identified as critical but insufficiently addressed factors. The results suggest a need for structured information provision and increased awareness, as a lack of awareness among local government officials regarding the SDGs may lead to excessive resource demands. The study also underscores the importance of long-term political commitment from local council members and municipal leaders to ensure sustained financial and institutional support for sustainable development initiatives.
