전략적 투자 관점에서 본 근린단위의 실행계획에서의 스마트 축소 실현방안에 관한 연구 - 미국 오하이오주 영스타운시를 대상으로 -

Korea, now facing an era of significant population decline, is experiencing urban shrinkage. In response, neighborhood level plans have been established domestically to address these challenges. However, these plans are growth-oriented, which does not align with Korea's current reality of decreasing population and shrinking local government revenues. In this context, this study selects Youngstown, Ohio, in the United States as a case study, analyzing its neighborhood-level action plans from a strategic investment perspective to draw implications for addressing population decline and urban shrinkage through smart shrinkage strategies. Through this study, two smart shrinkage implementation strategies were identified. First, to use limited resources efficiently, the entire neighborhood was evaluated with a focus on the housing market, and based on this evaluation, strategic planning areas for neighborhoods were selected. Second, by developing a priority list, the order of resource allocation was systematically managed, allowing for quick results in the early stages of plan implementation. Based on these findings, the following implications can be applied to future domestic scenarios: First, when establishing neighborhood-level action plans, it is essential to select areas for concentrated investment based on objective evaluations. This approach is more efficient than distributing resources simultaneously or sporadically, allowing for quick and cost-effective resolution of neighborhood issues by investing in relatively stable areas and enhancing neighborhood value. An objective analysis of urban conditions should precede the selection of areas for focused investment. Second, the plan should be implemented gradually, based on initial successes. By prioritizing the most urgent issues within the planned areas, resources can be used more efficiently, leading to quicker stabilization of the neighborhood in the early stages of the plan.
