사회복지사 등의 처우 및 지위 향상을 위한 조례 분석 : 경상북도와 경상북도 21개 기초지방자치단체를 중심으로

This study aims to analyze the ordinances related to the improvement of working conditions and status of social workers enacted by Gyeongsangbuk-do Province and its 21 local governments, in order to evaluate their commitment and the effectiveness of these ordinances. The analysis revealed that the ordinances follow the framework of higher-level legislation and generally consist of provisions such as purpose, definitions, scope of application, responsibilities of local government heads, support plan formulation, fact-finding surveys, support programs, and committee establishment. However, the actual implementation of these ordinances varies depending on the willingness of local governments, and significant regional differences were observed. In particular, some ordinances showed limitations in effectiveness due to mismatched cycles between fact-finding surveys and improvement plans, and a lack of mandatory implementation clauses. Moreover, in regions where committee structures and operational guidelines were not clearly defined, efforts to promote improvements faced challenges. This study emphasizes the importance of strong policy will at the local level, regular and systematic surveys, coherent planning, and transparent operation of committees for effective implementation of ordinances. It seeks to provide foundational data for improving the working environment of social workers and delivering high-quality services. By highlighting the role and limitations of such ordinances, the study contributes to suggesting future directions for policy development.
