대한제국기 지방관의 장죄(贓罪)와 처결: 경북관찰이후록 을 중심으로

The purpose of this study is to understand the process of dealing with the funeral (贓罪) of the Korean Empire in the 20th century through the process of punishing of Yoon Heon (尹(王憲), 1856~?) who served as an observer of Gyeongsangbuk-do in 1904. The materials to be used are “Kyungbukgwanchal-Ihurok(慶北觀察以後錄)”(奎27711) held in Gyujanggak, Seoul National University. Funeral crimes refer to economic crimes in which bureaucrats use power to take away other people's property or pocket public money. First of all, how corrupt official(贓吏) was punished from the Joseon Dynasty was grasped. According to the "Daemyungryul(大明律)", corrupt official was punished by beheading and shaving, and his descendants were permanently prohibited from using it. However, due to questions about the legitimacy of the throne and the harshness of the punishment, Jang-ri's death penalty was not carried out well. At the end of the Korean Empire, reforms were made to punishment, resulting in imprisonment and imprisonment instead of exile and capital punishment. Due to social turmoil and increased requests for punishment of corrupt officials, impeachment, immediate dismissal, and punishment of officials were carried out. In particular, it is possible to find out the dismissal, investigation, and imprisonment process of the Jangri of the Korean Empire from the records of Yoon Heon, who was impeached for a misdemeanor crime while serving as an observer of Gyeongsangbuk-do during the Korean Empire. It was difficult to confirm the records of Yoon Heon's formal trial. However, Yoon Heon was imprisoned for about a year for a misdemeanor crime, and was released after paying all the embezzled money at once. From this, it can be confirmed that the Jangri of the Korean Empire were immediately dismissed, investigated, and imprisoned.
