팬데믹 확산 초기 대구 지역 생물학적 시민권의 변화와 재편

초록

In this study I examine how the emergence of the COVID-19 virus reshaped the practices of biological citizenship and redefined the boundary between citizens and non-citizens in South Korea, focusing on Daegu, the first epicenter of the outbreak. I address two dimensions: the relationship between Daegu and its surrounding regions, and the relationship between infected and non-infected individuals within the city. Through participant observation and in-depth i nterviews, I f ou nd t hat residents of D aegu were often rejected in social encounters and faced restrictions in economic activities and access to medical resources simply because they were identified as “Daegu people.” These experiences fostered stigmatization of infected individuals within the community. During the pandemic, living as an uninfected biological citizen came to be regarded as a civic duty to the extent that COVID-19 infection status functioned as a marker that determined whether one was respected as a citizen. These dynamics were also shaped by broader pressures, including fragile public health infrastructure and medical bureaucracies that hindered regional healthcare practices. By tracing how the presence of a non-human actor such as the coronavirus impacted the exercise and practice of biological citizenship, I reveal the contradictions and risks inherent in citizenship and contribute to rethinking how biological citizenship should be reconfigured in the Anthropocene.
