King Taejo Wang Geon used every means possible to become the winner. Wang Geon sought various ways to control the province while preventing recurrence of the birthmark. Representative examples were the marriage policy and the Gi-in policy. The hometowns of the 29 concubines distributed nationwide were the result of King Taejo's inclusive policy. Most of the fathers were local powers. The important thing is that none of the fathers of the concubines committed a rebellion while King Taejo was alive. However, King Taejo did not dominate each region through marriage policy alone. During the reign of King Taejo, a unique system began to take root. This is the Gi-in policy, in which hostages from the families of local powers were sent to the capital, Gaegyeong. Gi-in of the Gi-in policy was originally a hostage during the reign of King Taejo. At the time, the hostages were children (or relatives of similar status) of local powers, so they were kept hostage in the capital and used for multiple purposes. Because of the hostages, local forces were unable to rebel against the central government and remained loyal to it. Therefore, a good means to take control of each region was the hostage policy. During the reign of King Taejo, Gi-in was a hostage who would be treated well if he did not betray. King Taejo used marriage and hostage management as a means of controlling the region. When examining the concubines and hostages of King Taejo's reign, important characteristics were discovered. If a local power sent a daughter to King Taejo, there was no need to send a hostage. Also, if a local power sent a hostage to King Taejo, there was no need to send his daughter. Taejo judged that if one of the two was ensured, he could dominate the local power and region. In this way, there was a deep correlation between King Taejo's marriage policy and the Gi-in policy.
