시민 정체성 기반 통일교육의 효율성 제고 방안

초록

This study examines theoretical and practical approaches to enhancing unification education through the concept of civic identity as a form of democratic citizenship. Civic identity is defined as an active form of identity that integrates a sense of community, the realization of the public good, social participation, and the exercise of civic responsibility beyond legal citizenship. The existing framework of unification education in Korea is constrained by its state-centered and transmission-oriented approach, which primarily focuses on understanding North Korea and the necessity of unification, while lacking participatory, critical, and action-oriented dimensions. Accordingly, this study argues that restructuring the goals, contents, and methods of unification education on the basis of the core attributes of civic identity(agency, diversity, and plasticity) enhances learners’ civic competencies. Such a framework enables them to grasp unification issues within personal and social contexts and to meaningfully exercise communal responsibilities. In this context, the study proposes reconceptualizing unification education from a state-centered framework of national integration to a civic learning model designed to promote civic integration and peaceful coexistence. thereby underscoring both the necessity and the direction of an educational transition grounded on democratic citizenship.
