초록

The purpose of this paper is to examine the character and founding motive of the Daeguminuiso, a National Debt Repayment Movement organization established on February 21, 1907. The conclusions drawn are as follows: First, the character of the Daeguminuiso can be clearly understood by comparing ｢the Regulations of the Daeguminuiso｣ and ｢the Regulations of the Daegu Anti-Smoking for the National Debt Repayment Association｣. The Daeguminuiso was a newly established organization launched alongside the Daegu Anti-Smoking for the National Debt Repayment Association on February 21, 1907, as part of the National Debt Repayment Movement. Although the two groups shared many similarities and can be considered “twin” organizations, the Daegu Anti-Smoking Association for the National Debt Repayment functioned as a permanent body that led the debt repayment movement in Daegu, whereas the Daeguminuiso was a temporary implementation body established for and dissolved immediately after the “1st Daegu County Citizens' Assembly.” Thus, the ㅊ was a one-time operational organization formed solely to facilitate the assembly. Second, the executives of the Daeguminuiso can be identified through a historical document titled ｢Record of Anti-Smoking for the National Debt Repayment Association Executives｣, which is attached as a supplement to ｢the Baek Nam-jun Report｣. Contrary to its title, the document actually lists the executive members of the Daeguminuiso and differs from those listed at the end of the printed proclamation Tongmun of the “Gyeongsangbuk-do Daegu-gun Anti-Smoking for the National Debt Repayment Association.” For instance, the Daeguminuiso used the titles “Chairman” and “Vice Chairman” instead of “Representative” and “Vice Representative,” had no position titled “Council Chairman,” and the personnel listed as council members were not the same. This shows that Daeguminuiso had a separate organizational structure distinct from the Daegu Anti-Smoking Association. However, many key members—including the chairman, vice chairman, general secretary, and treasurer—also held executive positions in the Anti-Smoking Association. This overlap of roles reflects the temporary nature of the Minuiso, which existed for only a single day. Third, the fundamental reason why the leaders of the National Debt Repayment Movement in Daegu established such a unique organization was due to increasing pressure and interference from the Japanese Resident-General authorities. After the conclusion of the large-scale “1st Daegu County Citizens’ Assembly,” it was anticipated that the leaders would face intense questioning and accountability. To avoid police repression and potential legal consequences, the Daeguminuiso was created as a strategic buffer, and it successfully fulfilled its intended role.
