COVID-19 전･후 녹색산업 현황 분석: 입지계수(LQ) 및 변이-할당 분석을 중심으로

In response to the COVID-19 pandemic, many countries adopted “green recovery” strategies to stimulate economic revitalization through investment in environmentally sustainable industries. In 2020, South Korea launched the “Korean New Deal,” which incorporated the Green New Deal and emphasized balanced regional development. However, limited attention has been paid to measuring the size of green industries or comparing pre- and post-COVID-19 conditions. This study defines green industries as including environmental industries and renewable energy-related sectors and employs data from the National Census on Establishments to assess their scale across national, metropolitan, and municipal units. Using location quotient (LQ) and shift-share analysis, the study investigates structural changes in green industries before and after COVID-19. The findings indicate that the share of environmental industries increased after 2020, with specialization (LQ) diffusing from major cities to non-metropolitan regions. Rural areas, previously lacking specialization, also demonstrated notable growth through regional shift effects. These results suggest the need for regionally tailored strategies in future green industry policies that account for both industrial specialization and geographic dispersion.
