델파이 기법을 적용한 백두대간보호지역 관리효과성 평가지표 개발

This study aimed to develop management effectiveness evaluation indicators tailored to the Baekdudaegan Protected Area. Based on the IUCN-WCPA evaluation framework and the Management Effectiveness Tracking Tool (METT), relevant domestic and international literature and case studies were analyzed. Text mining was used to extract core keywords by category, and a two-round Delphi survey was conducted with eight experts in forestry and conservation to verify the validity and consensus of the proposed indicators. As a result, 16 items were eliminated in the first round due to low content validity ratios (CVR <0.75), and two additional items were removed in the second round. Expert feedback led to the revision and addition of practical field-oriented indicators such as “local community participation structure,” “maintenance of facilities and equipment,” and “impact of invasive species.” The final set consisted of 26 indicators: 4 for context, 3 for planning, 4 for input, 5 for process, 4 for output, and 6 for outcome. The results demonstrated a satisfactory level of expert consensus (0.83) and convergence (0.38). The indicators were designed to be applied according to evaluator type—25 for management staff, 26 for expert evaluators, and 4 for local residents—with items like “appropriateness of managing authority” designated exclusively for expert assessment. This study presents a practical and context-specific evaluation framework for the Baekdudaegan Protected Area and is expected to contribute to future institutionalization of evaluation systems and the advancement of sustainable protected area management strategies.
