A Study on Silla's Manpower Mobilization Administration Reflected on Inscriptions and Wooden Tablets

According to the sixth-century stone inscriptions, such as Yeongcheon Cheongje stele, Daegu Musul Ojak stele, Gyeongju Myeonghwal fortress stele, and Gyeongju Gyeongju New Namsan fortresse stele, the Silla’s manpower mobilization administration was headed by an official sent from the King’s Capital was in charge, but the actual administration was carried out by the chiefs of the lower-level local administrative units named Chon, who were also responsible for any problems that arose. The Wooden tablets of local mountain fortress of Silla, such as Seongsan mountain fortress, Palgeo mountain fortress, Bae mountain fortress, and Yangdong mountain fortress reveal more specific aspects of Silla's manpower mobilization administration. Basically, Silla's tax collection and manpower mobilization were executed under the direction of the local administrative fortress, which is the higher-level local administrative unit. At the local administrative fortress, the human and material resources of the Chon(natural villages) within its administrative jurisdiction were gathered and transported to the sites where they were needed. At this time, the Chiefs of the Chon(natural villages) took on the role of supervising the labor group and personally followed them to the site. In addition, food for the mobilized labors was prepared by the local administrative fortress to which they belonged and transported to the site with the labors.
