言語使用における「韓日の公文書のわかりやすさ」-プレイン･ランゲージの観点からの検討-

With the rapid globalization of society, the importance of providing information through language is increasing as various cultural backgrounds and languages coexist in Korean and Japanese societies. In particular, local government information is presented to residents as official documents, including administrative services, details of duties to be performed, rules necessary for living in the local community, information necessary for daily life, and disaster information. We need to talk about the linguistic aspects of how information is given. For example, we should talk about whether the official documents of these local governments are written in a way that makes them easy for language minorities (foreigners, people with disabilities, etc.) to understand as well as native speakers, and we should also talk about what might lead to misunderstandings in the interpretation of information. This study analyzed the current state of the linguistic provision of official documents by local governments in Korea and Japan and discussed future tasks from the perspective of plain language. The language expressions used in local government documents should be easy to comprehend. In this study, we collected local government document texts and analyzed them from the perspectives of vocabulary, grammar, and discourse. The vocabulary was extracted and compared with the large-scale corpus in both Korean and Japanese, in order to find out how often words that aren't used in everyday life appeared and to show words that are hard to learn. Also, through specific research on grammar and discourse, this study proposes a method of "easy correction" using examples from documents that are difficult to understand. We proposed several tasks for the realization of a healthy multi-cultural society from the perspective of plain language, based on these analysis results. In the future, we will propose reference standards for the creation of official documents by specifying the problems with them at the discourse level.
