대통령 연설문 내용분석을 통한 청년정책에 대한 비판적 고찰

초록

The purpose of this study is to examine the developmental trend of youth policy in Korea by analyzing the speeches of past presidents and to seek future policy development plans. To this end, content analysis was conducted using text mining techniques on speeches related to youth policies delivered by Presidents Roh Moo-hyun, Lee Myung-bak, Park Geun-hye, and Moon Jae-in. The analysis results are as follows: first, the number of speeches involving youth policy has increased over time, although youth policy has appeared in connection with job creation and economic growth rather than as a standalone topic. Second, youth policy speeches emphasized employment as a solution to the economic crisis, suggesting personally motivated self-improvement efforts to reduce unemployment rates. Despite the fact that youth issues are not limited to jobs but are spreading to everyday problems, presidents have only emphasized the problem of unemployment and policy responses to it. In conclusion, Korea's youth policy shows a path-dependent aspect in which the policy direction of creating jobs for economic growth and improving individual capabilities continues.
