청소년부모 지원 조례 분석

This study aims to analyze the current status and key characteristics of local government ordinances supporting teenage parents and to draw policy implications. Ordinances collected from the Local Government Regulations System of the National Law Information Center were reviewed using Gilbert and Terrell’s social welfare policy analysis criteria, focusing on basic information, rights, target groups, support programs, finances, and delivery systems. The analysis found that some ordinances emphasized the rights of teenage parents through provisions prohibiting discrimination, ensuring confidentiality, and offering counseling. There were also efforts to broaden access by including diverse target groups such as pregnant teens, cohabiting couples, and foreigners. However, support measures were mainly focused on pregnancy, childbirth, and parenting, while academic/employment support, mental health care, and legal aid were limited. Financial and delivery systems showed a generally passive approach, with only a few ordinances mandating information provision or establishing cooperative frameworks with education offices. Based on these analysis results, we proposed the following measures to enhance the effectiveness of support for teenage parents in the future: mandatory regional surveys, the establishment of new provisions related to rights, strengthening information provision to improve accessibility, and the designation of a dedicated organization and utilization of committees.
