지방대육성법 이후 대학 입학 현황 분석

초록

(Purpose) This study aims to explore the current state of local talent admissions at regional universities following the enactment of the Act on Promotion of Local Universities and Balanced National Talent Development, by conducting an exploratory analysis of how admission opportunities at regional universities have expanded. (Design/methodology/approach) Using higher education statistics from the Korean Educational Development Institute (2019–2023), the study examines trends and patterns in university admissions by region, academic discipline, and type of institution, as well as the mobility of students seeking admission to universities. (Findings) The analysis reveals a persistent imbalance between the number of high school graduates and university entrants across regions. While most academic disciplines show increasing concentration in the Seoul metropolitan area, the medical field alone maintains a relatively balanced distribution. National and public universities exhibit stable enrollment rates, whereas private institutions are increasingly concentrated in the capital region. The regional retention effect of local talent varies by region, as shown through patterns of regional university admissions and student mobility. (Research implications or Originality) Based on five years of higher education data, this study presents the current status of admissions to regional universities under the Local University Development Act. It proposes future policy directions such as adjusting regional admission quotas for local talent, adopting strategic approaches that reflect the characteristics of each academic discipline, and developing differentiated policies based on university type.
