1950년대 지역의료 활동의 선구적 사례 : 이영춘 박사와 농촌위생연구소의 농촌의료 구상, 성과 및 한계

초록

This article examined the initiatives and achievements of Dr. Lee, Young-choon and the Institute for Rural Health in the 1950s, as well as the problems that appear in the operation and organization of the Institute for Rural Health. Dr. Lee, who devoted himself to rural medical care, established the Institute for Rural Health in 1948 and began to carry out the projects he had been envisioning in earnest in 1951. In the process, it was proposed to enact the National Medical Health Construction Act in 1953, and through this, it was expected that the urban concentration of medical facilities would be corrected and distributed evenly in the region. In addition, they actively engaged in activities to establish health centers and achieved results. It was intended to guarantee the medical care of farmers by installing medical facilities in rural areas. Starting in 1959, the Institute for Rural Health declined as government support decreased. In the meantime, attention was paid to external factors such as a decrease in state support as a cause of decline, and it was confirmed that problems were raised internally. Although the activities of Dr. Lee and the Institute for Rural Health were sincere and dedicated, some pointed out that the scope of the project should be limited to its capabilities because the institute was not financially stable. However, Dr. Lee, who sympathized with the farmers and viewed the rural area with a sad gaze, did not stop to build an ideal medical system. Dr. Lee's rural medical initiative, which attempted to establish an ideal medical system for farmers who are the foundation of the country, was dedicated and valuable, but it was clearly unlikely and had an ideal aspect. The criticism on this can be seen as important in that it allows the medical activities of Dr. Lee and the Institute for Rural Health to be interpreted from various perspectives and a little critical perspective.
