The area of Ssangbuk-ri, located behind Busosan Fortress, is presumed to have been an administrative district of the Sabi-period Baekje capital. This area is also notable as the most concentrated site of wooden tablet(木簡) discoveries from the period, indicating its role as a center of bureaucratic activity and material production. This study focuses on the Oegyongbu(外椋部) wooden tablet unearthed in this region to examine aspects of Baekje's fiscal operations and the underlying concept of equivalence(等價) in exchange practices. The Oegyongbu was one of the twenty-two central administrative offices recorded in historical sources and is assumed to have functioned as an external fiscal office in contrast to the Naegyongbu, which managed royal finances from within Busosan Fortress. A notable characteristic of the Oegyongbu wooden tablet is their tag(下札) format and the presence of the term dae(代), which parallels the usage of the same character in the late 7th-century mokgan excavated at the Asukaike site in Japan. In this context, dae denotes substituted payment(代納), implying an underlying principle of equivalence between different categories of goods. The tablets indicate an exchange between iron and raw silk floss(眞綿), with ten nyang (approximately 182.3g) of silk corresponding to one unit of iron. This suggests that such goods functioned as a form of commodity money within the Sabi-period Baekje economy. Silk floss was considered a high-value commodity consumed by the Baekje elite. Its use as internal padding in triple-layered cloth linings found in the gilt-bronze shoes of King Muryeong's tomb supports this interpretation. The presence of silk floss in the Oegyongbu wooden tablet suggests its role in royal garment production workshops. Ultimately, the Oegyongbu wooden tablet provide crucial insights into Baekje’s fiscal administration, material exchange system, and elite consumption practices, highlighting their value as primary sources for understanding the economic structure of the Sabi-period Baekje state.
