An Efficiency Study on The Performance Analysis of The Global Frontier Project

초록

This study quantitatively evaluates the efficiency of a large-scale national Korean R&D program, the Global Frontier Project, which was launched to enhance global competitiveness and promote technological innovation. We utilized Data Envelopment Analysis (DEA), using both CCR and BCC models, and ANOVA, Tukey's post-hoc test, and regression analysis to identify factors influencing project efficiency. Our findings are as follows. First, the BCC model showed higher efficiency than the CCR model in most categorized project groups, and significant differences in efficiency were observed across groups. Second, sub-projects led by dedicated research centers achieved the highest efficiency and an appropriate scale. Third, a statistically significant negative correlation was found between the number of sub-projects and efficiency, suggesting inefficiencies resulting from excessive segmentation. This study provides empirical insights into the efficiency of long-term, large-scale R&D projects and offers practical suggestions for improving national R&D planning and management.
