초록
To estimate the required personnel for radiation safety management, this study conducted a survey of licensed radiation-use institutions. The survey examined task workload, number of radiation workers, number of facilities, and annual licensed amount of radioactive sources. Based on other domestic safety-related laws that use the number of workers as a key indicator for staffing standards, this study analyzed the correlation between the number of workers, number of facilities, and annual licensed amount using SAS statistical analysis. As a result of the analysis, the required number of radiation safety personnel was found to decrease in the following order: education and research, medical, non-destructive testing, and industry. Based on the analysis results, a differentiated staffing standard was proposed. In the education, research, and medical fields where various sources including open sources are used, one radiation safety officer should be assigned per 100 workers, with an additional radiation safety manager added for every additional 100 workers. In contrast, in industrial and non-destructive testing fields where sealed sources and radiation-generating devices are primarily used, one radiation safety officer should be assigned per 100 workers, and an additional radiation safety manager should be added for every additional 200 workers. It is expected that the results of this study can be used as a quantitative basis for determining whether adequate safety management personnel have been secured during the licensing review process, and for improving related systems and regulations.
