4⋅16재단의 ｢재난너머, 일상이 안전한 사회만들기｣ 프로젝트는 어떤 변화를 만들었는가?

This study explores the changes brought about by the first phase (2022-2024) of the ｢Beyond Disaster: Building a Safe Everyday Life｣ project implemented by the 4⋅16 Foundation. The long-term and structured disaster intervention initiative, funded by donations following the Sewol Ferry disaster, aims to establish a comprehensive prevention-response-recovery system centered on disaster victims. We conducted five focus group interviews with 27 participants, including disaster victims, foundation staff, partner organizations, and researchers. The qualitative data was analyzed using thematic analysis. Our findings revealed that the project brought about meaningful changes in four key areas: (1) fostering solidarity and growth among disaster victims, (2) shifting the social gaze toward disaster, (3) identifying citizens who actively participate in shaping safety-related policies and environments, and (4) accumulating disaster records and enhancing response capabilities. Within these contexts, the project’s strengths and weaknesses were also identified. Notably, the conversion of victim experiences into social knowledge and their emergence as key actors in disaster response suggest a potential paradigm shift in disaster management. This study highlights the possibility of a new disaster intervention model grounded in victim-centered and civil society-led approaches, thereby offering a foundation for institutional reform and broader civic participation in disaster governance.
