First, this article analyzes how the term “Buhyeong” in The Annals of the Joseon Dynasty was discussed in various periods and the characteristics of the trend. Next, focusing on Sohak(小學), we examine what educational responsibilities Buhyeong(父兄) would have had. Buhyeong is a term that symbolizes preliminary bureaucrats with Confucian literacy or fathers and brothers who have children who ought to have acquired Confucian literacy. This term was not disseminated through natural usage by members of society. But rather was adopted as part of the state's continuous Confucianization policy. It was more frequently mentioned in the mid-Joseon Dynasty after King Seongjong's reign compared to in the beginning of the country, with a rise in demands regarding. Buhyeong's educational responsibility to cultivate a Neo-Confucian human beings. On the other hand, the political purpose of the king greatly influenced which aspects of Confucian ideology and values Buhyeong should teach his children. In particular, the conflict of opinion between the monarch and bureaucrats over 'hyo(孝)' and 'chung(忠)' caused confusion in the education of Buhyeong. This demonstrates that in Joseon society, 'Buhyeong' was necessary to change perceptions to accept that 'ga' should also share public responsibility.
