대중교통전용지구 정책의 의제 설정 과정 및 유형 분석: 대구 중앙로와 서울 연세로 사례를 중심으로

This study analyzes the types and processes of policy agenda-setting, focusing on the case studies of public transit malls in Daegu and Seoul. transit mall is a policy aimed at transforming the transportation system to prioritize pedestrians and public transport, addressing urban environmental and traffic issues, and promoting commercial revitalization. It requires coordination among various stakeholders with differing interests. The research applies theoretical frameworks, including mobilization, inside-access, outside-initiation, and consolidation types, to analyze the designation and cancellation processes of transit malls in Daegu's Jungang-ro and Seoul's Yonsei-ro. In Daegu, the designation of the Jungang-ro transit mall followed an outside-initiation agenda-setting process led by civic groups. However, during the partial cancellation process, driven by issues such as declining commercial activity and traffic complaints, the agenda-setting shifted to a mobilization type. Conversely, in Seoul, the Yonsei-ro transit mall was designated through outside-initiation involving civic groups and local public discourse but transitioned to an consolidation type during the cancellation process. This comparative analysis reveals that while the agenda-setting processes for the designation and cancellation of transit malls in Daegu and Seoul shared similarities, the outcomes varied significantly depending on the thoroughness of discussions and reviews within the agenda-setting framework. This insight underscores the importance of comprehensive deliberation in achieving sustainable policy outcomes.
