플랫폼 도시주의로의 진화와 제도의 지연: 개인형 이동장치(Personal Mobility)를 사례로

As platforms take on a central role in managing urban information, objects, and human resources, they generate new spatial practices that fundamentally reshape the structure of cities. In response to these changes, cities attempt institutional adaptation by revising existing infrastructural norms or introducing entirely new systems. Within the context of platform urbanism, institutions become a crucial factor determining the growth and decline of platforms, as the extent of institutional acceptance of platform infrastructure shapes the roles and functions of each platform. The rapid proliferation of shared electric scooters in Seoul since their introduction in 2018, despite unresolved issues such as safety, parking, and retrieval, has led to continuous changes in related legislation. This phenomenon illustrates how the dynamic interaction between platform industries and institutions can produce the stagnation phenomenon of institutions, where regulatory changes fail to keep pace with the rapid technological and social transformations driven by platforms.
