대구·경북 국회의원선거 과정의 특징과 제도개선 제안 - 제22대 총선을 중심으로 -

초록

This paper examines the institutional improvements necessary for future regional political development based on the main characteristics of the 22nd general election in Daegu and Gyeongbuk. Since this region was an area with an absolute conservative advantage, the People Power Party's landslide victory was predicted in advance even before the election. The interest of the region was more focused on the Peoples Power Party's nomination process than on the general election. Initially, it was expected that there would be a significant change in incumbents through the nomination process, but most incumbents were re-nominated after the primary. It was confirmed once again that the intra-party primary, where incumbents and newcomers face off, is an absolutely advantageous terrain for incumbents. Meanwhile, non-People Power parties had a hard time finding candidates, let alone winning. The candidates' election campaigns were conducted in a very formal manner, as it was difficult to directly influence the election results. As expected, the election results further strengthened the People Power Party's regional hegemony. In order to ease the one-party monopoly in the region and create a structure in which various political forces compete, it was argued that the electoral district system should be reorganized into a multi-member district system above all else. In addition, a plan to revive district parties was proposed to secure the competitiveness of new candidates in the party nomination process.
