미국의 탄소배출권 거래 상계관세 부과와 실무적 대응방안에 관한 연구

초록

Purpose: This study examined the impact of the carbon emissions trading system on the imposition of countervailing duties on Korean companies and developed practical strategies. Research design, data, and methodology: This study evaluated dispute cases related to the countervailing duties imposed on Korean companies because of the free allocations of a carbon emission trading system. Results: The U.S. government considers Korea’s free allocation of carbon credits to specific industries a subsidy, increasing trade risks. The study identified the critical factors contributing to countervailing duty rulings and their impact on the Korean steel industry. Conclusions: This paper suggests that Korean companies must adopt proactive risk management strategies. In addition, policy recommendations are provided for the Korean government to align emission trading policies while minimizing trade disputes.
